This is an intensive program focused on the legal aspects of military operations, including recent developments in the Law of Armed Conflict, Law of the Sea, Humanitarian Assistance and Peace Operations, Rules of Engagement, and the role of the military legal officer in operational war planning. DIILS faculty draws upon experts from the U.K., Australia, Germany, Japan, and other countries to present the most up-to-date developments for military legal advisors engaged in advising commanders in an operational setting. In addition to the international faculty members and DIILS resident course faculty, other presentations include instruction from faculty at the Naval War College and the Naval Justice School. ILOMO includes Field Studies in Boston, MA, and Newport, RI, enhancing students’ experiences in the program.

This course is designed for military legal advisors, but is open to and useful for military commanders and staff officers who seek increased knowledge of legal issues involved in military operations.

Course Focus:

This course focuses on the application of international legal standards in military operations, enhancing the capability of military legal advisors to provide effective guidance in military planning, including sessions on drafting Rules of Engagement and on the role of the military legal advisor in military operations planning. Participants in this seminar have the opportunity to gain significant understanding of the challenges faced in the operational setting when they participate in an exercise that uses a video-based Fire Arms Training Simulator (FATS), giving practical experience in applying principles of the Rule of Law, International Law of Armed Conflict, Use of Force, and Rules of Engagement. Parts of the ILOMO course are combined with the Naval Justice School Law of Military Operations course for U.S. Judge Advocates (LOMO) course. The LOMO course is composed primarily of U.S. Navy and Marine Corp Judge Advocates but also includes representation from the U.S. Air Force, Army and Coast Guard. In addition to providing a complete overview of law and military operations, the combined ILOMO-LOMO sessions provide international military legal advisors attending ILOMO with a unique opportunity to learn about latest developments in the application of law to maritime military operations, as well as opportunities to exchange views and develop working relationships with U.S. counterparts.
