DIILS Completes 15th Military Law Development Program Spring 2006 - With Six Countries
DIILS has successfully completed its 15th Military Law Development Program held in Newport, Rhode Island (10 April - 30 June 2006). Ten participants from six countries including Afghanistan, Albania, Georgia, Indonesia, Latvia, and Romania were in attendance.
Course participants attended classroom sessions at DIILS and the Naval Justice School studying Administrative Law, Military Rules of Evidence, Military and Comparative Law, Rules of Engagement, Use of Force, National Security Law, Government Contracting and Fiscal Law, Military Justice and Law of the Sea and Airspace.
Participants also attended the International Law Conference hosted by the Naval War College International Law Department that addressed global legal challenges of Strategic Communications, Natural Disasters, and Public Perception of the Military.
New Trafficking in Persons Module - Human Trafficking is the Third Largest Criminal Activity in the World
Human trafficking is the third largest criminal activity in the world, behind illegal arms and drug sales. It is a leading source of profits for organized crime, generating between $7 billion and $10 billion annually according to U.N. estimates. Human trafficking affects every country in the world. DIILS addresses this global problem in a new module entitled "Trafficking in Persons". The module explains the latest international efforts to combat human trafficking, implications for domestic laws, and how interagency cooperation is crucial to the process of stopping the problem. The subject of "Trafficking in Persons" has been incorporated into DIILS seminars on "Legal and Ethical Concerns in Public Agencies".
DIILS Develops Advanced Seminar "Legal Aspects of Ethics & Corruption" - Corruption Causes Goods and Services to Cost More
The linkages among corruption and other contemporary challenges including terrorism, border security, human rights, and contracting for goods and services are numerous. In response to the growing awareness that resolving corruption is a key to so many other issues, DIILS is developing an advanced version of the seminar on "Legal Aspects of Ethics and Corruption." Corruption causes goods and services to be more expensive, allows terrorists and criminals to take advantage of the results of corruption, undermines societies, and causes the people to loose faith in their government. Militaries are affected not only in their purchases of goods and services, but in their ability to successfully complete their missions.
DIILS Celebrates its Tenth Anniversary - Friday, June 28th, 2002 in Newport, Rhode Island
Defense Institute of International Legal Studies (DIILS) in Newport trains over 17,000
A truly unique national security training center – the Defense Institute of International Legal Studies (DIILS) – will celebrate its tenth anniversary on Friday, June 28th, 2002. Air Force Lieutenant General Tome Walters, the Director of the Defense Security Cooperation Agency, will mark the 10th anniversary along with Air Force Colonel Richard Price, the Director of DIILS. The Defense Security Cooperation Agency is the parent agency of DIILS.
The Institute trains foreign military and civilian students in the rule of law, human rights, war crimes investigations, the development of military justice codes, and other legal issues. It conducts most of this training under the Expanded International Military Education and Training program. In addition to classroom instruction at Newport, DIILS mobile teams instruct students in countries around the world.
DIILS Awarded the Joint Meritorious Unit Award - For Exceptional Meritorious Achievements - Presented by DSCA
On Thursday, 8 November 2001, Mr. Richard Millies, Deputy Director, Defense Security Cooperation Agency (DSCA), traveled to Newport, RI to present the Joint Meritorious Unit Award (JMUA) to the staff of the Defense Institute of International Legal Studies (DIILS). He was accompanied by Ms. Beth Baker, DSCA / Policy. This occasion also provided an opportunity for Mr. Millies and Ms. Baker to receive an orientation tour of DIILS and briefings on the DIILS mission, and to engage in extensive discussions with the DIILS staff on their various responsibilities.
