DIILS Conducts a Regional Mobile Educational Team Program Hosted by Macedonia

From 21 to 25 January 2008, Macedonia hosted a DIILS Regional Mobile Education Team (MET), with attendees from seven countries and one international organization.
Macedonia provided an ideal forum for regional neighbors to exchange ideas and experiences for their mutual benefit.   Attendees included participants from Albania, Bosnia, Bulgaria, Macedonia, Montenegro, Serbia, Slovenia, and UNMIK (Kosovo).
The MET focused on Military Intelligence and Combating Terrorism. DIILS Director, COL Anne E. Ehrsam-Holland, US Army, led the MET, which was supported by subject matter experts, LtCol Perlak, USMC, Major Crawford, US Army, Mr. Parker, UK, Intelligence Officer, and Mr. Phillips, West Point Combating Terrorism Center.  Organizing the MET and the team was DIILS International Operations Officer Major Nathan Kearns, USAF
The team led seminars that used newly developed blocks of instruction as well as various discussion problems and case studies to specifically address the legal aspects of combating terrorism and intelligence.
The goal of the program was to develop an improved understanding of the challenges and difficulties faced when working interagency and joint issues, both domestically and internationally, in the areas of intelligence and combating terrorism.  The enthusiastic participation of the attendees ensured the success of the MET.
This was the 13th program DIILS had held in Macedonia.

Legal Aspects of Combating Terrorism Course - Largest DIILS Resident Course Ever With 27 Countries

DIILS conducted its annual two-week resident course on the Legal Aspects of Combating Terrorism in Newport, RI during December, 2007. Forty-six international participants from 27 countries participated, representing the largest DIILS resident course to date. Students included military officers and civilians with backgrounds in law, policy, military and police operations, training, and intelligence.

DIILS faculty members and guest professors from the U.S. Military Academy Combating Terrorism Center, a former United Kingdom MI-5 officer, an attorney from the Department of Defense General Counsel's Office, U.S. Special Forces line officers and legal advisor, a former U.S. Attorney, a U.S. Coast Guard law specialist, and the Adjutant General of the Rhode Island National Guard made presentations. Extensive discussion group sessions were held in which the application of relevant laws to combat terrorism in differing international contexts was examined.


DIILS Mobile Education Seminar in Peru Addresses Legal Issues of Combating Terrorism

DIILS program on "Legal Aspects of Combating Terrorism" held recently in Lima, Peru was made even more relevant by the extradition of a former Peruvian President from Chile to Peru for alleged misconduct occurring during his tenure in office (1990-2000). The Peruvian charges related to corruption and human rights violations in part to efforts at suppressing the Peruvian terrorist organization Sendero Luminoso, also known as Shining Path. Given the seminar's focus on combating terrorism and the timing of this historic event, the MET seminar resulted in very active discussions throughout the week.


DIILS Conducts First Mobile Program with Uruguay - Included an Australian Army Attorney

DIILS recently completed a highly successful mobile program for members of the armed services of Uruguay. The DIILS seminar addressed concerns of the multiple legal issues involved conducting different types of military operations.

In cooperation with the Australian Army, the DIILS team included an Australian Army Attorney who had extensive experience in international military operations including the UN peace mission to East Timor. Uruguayan participants were able to consider and contrast three different perspectives on conducting military operations in different types of missions. Many Uruguayan participants were veterans of multiple UN peace operations. The combination of Uruguayan line officers, military attorneys and civilian attorneys and an international team from DIILS resulted in enhanced knowledge and understanding of the international law of military operations for the participants.


DIILS host Macedonian Military Police - in Cooperation with European Command

In cooperation with European Command, DIILS hosted a delegation of Macedonian Military Police from 8-11 August at DIILS. DIILS crafted a custom seminar in Newport for the group based on in depth study of the Law of Armed Conflict, actual case studies of recent operations, and development of the Rules of Engagement. European Command specifically requested the seminar under the Joint Contact Team program. The participants were key individuals who will help prepare their unit for future operations.
