International Maritime Enlisted Leadership and Development Assistance (IMELDA) Program

DIILS is participating in the development and training provided by the International Maritime Enlisted Leadership and Development Assistance (IMELDA) Program. IMELDA is being sponsored by the Naval Education and Training Security Assistance Field Activity (NETSAFA). This program is directed towards enhancing the professionalism and leadership of foreign Navy and Coast Guard enlisted personnel. The course is being taught at the Naval Air Station in Pensacola. In FY 09 there will be two pilot courses offered; one is a Petty Officer course for E-4 to E-6 ranks. The second is a Chief Petty Officer Course (E-7 through E-9).  Plans for FY 10 include offering 3 Petty Officer courses and 3 Chief Petty Officer courses.
Instructors from DIILS have one week (40 hours) of an eight-week program to address Rule of Law and Disciplined Operations subjects with the participants. This one-week program is being offered with the goal of enhancing the international student’s capacity to conduct maritime military operations in accordance with the rule of law.  It has been developed to complement the other modules being offered in the IMELDA program.  Themes in the Rule of Law and Disciplined Operations week include:  Role of the Military in a Democracy, Human Rights, Law of Armed Conflict, Use of Force policies and Rules of Engagement, The Military and Domestic Emergency and Disaster Assistance Operations, Law of the Sea and Maritime Law Enforcement and Maritime Security Operations.
