This is an eleven-week program offered in April of each year. The program is a concentrated study in International Military and Operational Law, and includes intensive case study work on practical problems taken from current real world headline cases. This program includes the instruction described for the Military Law Development Program (MLDP), and it includes the instruction described for the International Law of Military Operations (ILOMO) program. In addition to having direct interaction with key U.S. policy and legal leaders in the field of international, operational and military law, participants take part in an exercise that uses video-based Fire Arms Training Simulator (FATS) to provide hands-on experience in applying rules of engagement and use of force legal principles.
Participants in this program attend seminar presentations with the United Nations in New York, and visit the United States Court of Appeals for the Armed Forces in Washington, D.C.
Recommended Attendees:
This course is specifically designed for those who have appropriate legal training qualifying them to practice law in their host nation. MLDP-ILOMO is particularly beneficial for participants who are assigned to give legal advice to commanders regarding military operations. Participants whose focus is on military justice (military judges, prosecutors or investigators) should be enrolled in MLDP.
Course Focus:
This course focuses on military justice and administrative law, with a special emphasis on international and operational law. Participants benefit from attending joint lectures held with the Naval Justice School, and with the Conducting Stability and Peacekeeping Operations in accordance with the Rule of Law (PKRL), and the International Law of Military Operations (ILOMO) courses. Participants will also be asked to present a briefing on their domestic legal or military legal system. Graduates of this program have increased skills in providing legal advice to commanders which is consistent with international legal principles in an operational law setting.
MLDP-ILOMO is approved for Expanded IMET funding.
